The Senior Executive Course 47 (SEC 47) of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, has undertaken in-depth policy research on “Blue Economy and Sustainable Development in Nigeria: Issues, Challenges, and Opportunities,” positioning the Blue Economy as a strategic national asset with direct implications for security, governance, and economic stability.
The SEC 47 research interrogates the governance and institutional weaknesses that continue to undermine Nigeria’s maritime domain, including fragmented oversight, limited inter-agency coordination, and persistent maritime insecurity such as smuggling, piracy, and transnational crime. The study emphasizes that maritime insecurity not only erodes investor confidence but also weakens national revenue streams and regional influence.
Drawing from comparative policy models and Nigeria’s strategic realities, SEC 47 proposes an integrated maritime governance framework, strengthened surveillance capacity, and clearer operational mandates among maritime agencies. The research concludes that aligning Blue Economy development with national security priorities is essential to transforming Nigeria’s maritime space into a secure, sustainable, and economically productive domain.
